The Australian Capital Territory offers First Home Owner Grants and Subsidies, to help eligible first-home buyers achieve homeownership. Here’s a breakdown of the available options:

Home Buyer Concession Scheme (HBCS)

Home Buyer Concession Scheme (HBCS / Stamp Duty Relief)

The ACT’s Home Buyer Concession Scheme (HBCS) offers full or partial stamp (conveyance) duty relief to eligible first home buyers (or land purchasers intending to build and occupy).

Federal & National Schemes (Available Throughout Australia)

Home Guarantee Scheme (HGS) / First Home Guarantee

  • As of 1 October 2025: unlimited places, no income cap, higher property price caps (including ACT $1,000,000).
  • Buyers can use a 5% deposit, with the government acting as guarantor (mitigating or avoiding LMI).
  • Must be first home buyers, intend to live in the property (owner-occupier).

First Home Super Saver Scheme (FHSSS)

  • Enables first home buyers to save inside superannuation (voluntary contributions) and withdraw them towards a house deposit.
  • Tax treatment often more favourable than saving outside super.

Help to Buy / Shared Equity (where applicable)

  • The Help to Buy scheme allows government equity contributions for eligible buyers (especially lower-income or in participating states) in return for shared ownership / capital gains.

First Home Owner Grant (Discontinued)

The ACT First Home Owner Grant has been discontinued, but eligible applicants can still benefit from the Home Buyer Concession Scheme.
